Panel will review infant and child deaths

In an effort to curb infant and child deaths in Faulkner, Conway and Perry counties, a group of multi-disciplinary professionals will meet under the membership of the Infant and Child Death Review program.

Their research and findings may be submitted at state level to enact legislation designed to protect and prevent deaths of children under age 18.

Faulkner County, the hub of the three-county program, is the pilot for Arkansas.

Arkansas is the 49th state in the nation, leaving only Idaho, to formally implement a group of this kind according to Pamela Tabor, Arkansas’s ICDR director.

Legislation on Act 1818, which implements the program, began in 2005. 

The Act creates and charges the review panel to investigate infant and child deaths, to develop greater understanding of the cause and incidents leading to each death, to develop methods of preventing infant and child deaths, as well as to identify gaps in services to children and families.

Arkansas is “off the charts,” Tabor said, when compared to national data displaying unintentional injury deaths of children ages 1-18.

“This is something we’ll be looking at,” she said.

Arkansas also leads national rates in birth defect deaths and Sudden Infant Death Syndrome.

Faulkner County deaths in children under age 1 between years 2000 and 2007 numbered 77 according to ICDR data. 

Short gestation deaths numbered 36, birth defects, 16, and unknown causes, 25. 

Sudden Infant Death Syndrome deaths contribute to the unknown category. Tabor said that half of all deaths under age 1 are listed as SIDS.

Faulkner County deaths in children ages 1-19 numbered 76. The highest cause of death, motor vehicle crash, claimed 30 children.

Other accidents with injuries numbered 21, and instances of non-injury that claimed lives numbered 22.

Panel members will begin reviewing information on deaths occurring from the date Jan. 1, 2010 as early as November. 

Representatives from relevant sectors met at the Faulkner County Courthouse Thursday to hear an overview of the panel’s mission.

The core team in Faulkner County will be led by Coroner Patrick Moore. other members, yet to be determined, will be from law enforcement, the Department of Child and Family Services, the public health sector, pediatrics or other health care, emergency medical services and social sectors.

Tabor said that the team will consist of between 10 and 15 volunteer members who will meet quarterly. 

Moore said that their work would not done in the public eye. 

Faulkner, Conway and Perry county data will be fed into a system that is used by the parties that prosecute, prevent or educate on behalf of the cause.

“Each time there is a death, the team will meet over it, retrospectively,” said Tabor. 

Moore said that there are typically 20 child or infant deaths per year in Faulkner County and Conway, with half occurring in the county and half in the city.

Each panel member is to provide information pertinent to the total review of circumstances and details of actions or inactions leading to the death of a child.

Tabor said that once a death case has closed, members will bring relevant testimony such as fire reports, 9-1-1 audio, death certificates, death scene investigation interviews, legal expertise, child development expertise, and family history. 

Public health data with records, and accounts from first responders will also be used in reviewing cases.

“This isn’t a group designed to point fingers. this is about finding those gaps and correcting deficiencies in situations that cause child deaths,” Moore said. 

Tabor echoed Moore, saying that the panel is to focus on prevention and “not criminal investigation, not prosecution, not agency oversight…”.

Apple patent application reveals video stabilization solution for iOS cameras – MacDailyNews – Welcome Home

“Apple revealed today via a newly published patent application that they have a video stabilization system in the works,” Jack Purcher reports for Patently Apple.

“the system will be both hardware and software based and hopefully translate into an iMovie editing function,” Purcher reports. “I don’t know about you, but I’ve taken a lot of video with my iPhone and the quality is great – until you start moving that is. without a solid tri-pod-like solution for the iPhone, the next best thing will be to have a software editing solution.”

Purcher reports, “the good news is that Apple seems to have been working on this solution for about two years now, so hopefully we’ll have some relief of video jitters sooner rather than later. While it’ll never be perfect, especially when you’re on the move, anything will be better than the way it currently stands today.”

BMW’s apptastic future

BMW has added iPhone calendar integration to its cars equipped with ConnectedDrive.

Last month we looked at how 10 automakers have integrated apps into theircars. now BMW has reminded us of the rapid pace of technology development by showing off new features for its ConnectedDrive system, along with its future direction.

BMW’s newest innovation for ConnectedDrive is the integration of theiPhone calendar app. With it, drivers will be able to call up the calendar on their BMW’s center screen. It will show upcoming appointments, and even read out the details. This new feature ties in with BMW’s position that its cars are designed for the busy executive.

iPhone calendar integration joins with existing apps, such as Facebook, Twitter, and Pandora, all current features of ConnectedDrive.

BMW also talks up how it is opening up to third-party developers. while the company will doubtlessly maintain control over which apps are ultimately allowed in the car, it seems very aggressive about promoting new app integration. It showed Qype integration, which is essentially Yelp for Europe, and Wiki Local, an app that ties Wikipedia searches to nearby locations. Audi has already launched a version of Wiki Local in its A7 and A6 models. The MOG streaming-music service also looks to be high on BMW’s list.

Currently, BMW’s app efforts are only enabled on iPhone, but the company says it is expanding integration forAndroid, which should roll out next year.

As these apps rely on an open data connection, currently served through a smartphone, BMW has also been researching 4G (LTE) data connections. from the information it released, BMW seems to be serious about including a dedicated data connection in the car, similar to what Audi has done, although a dedicated data connection in the car would likely be market-specific. in Europe, BMW has tested its 4G in car connection to 70Mbps peak download speeds, with 23Mbps as an average in urban areas. These data speeds would allow many advanced features in the car.

With app integration, BMW, and other automakers, will be able to give current owners new features in their cars. although there will be some obsolescence with older chips and LCDs, the apps can be kept fresh, letting a 5-year-old car have similar cabin tech as a new car. Because of that promise, app integration is likely to spread through the automotive market more rapidly than past technologies, such as GPS or Bluetooth.

How much can you sell your iPhone for right now?

So you’ve gotten over the shock of yesterday’s announcement that there will be no iPhone 5 and have decided you’ll settle for the iPhone 4S. before you go sticking your old iPhone in a drawer, you may want to consider reselling it. eBay InstantSale looks to be offering the best deal at the moment, and you can sell your 32GB AT&T iPhone 4 for up to $357. however, you’ll have to be without a phone for a few days until the iPhone 4S is available as eBay is only offering this promotion until the end of the day today, October 5. you might not have to ship the phone for 7 days, but you will be without a phone for some time.

eBay is also offering up to $325.50 for the 16GB AT&T model, $318.50 for the Verizon 32GB model, and $297.27 for the 16GB Verizon model. for 3GS owners looking to upgrade to the 4S, you can get up to $229 for the 32GB model, $188.75 for the 16GB model, and $179.75 for the 8GB 3GS. Amazon’s TradeIn prices are neck-and-neck, so that’s a great way to go as well and they might be more consistent than Best Buy’s which expire tonight.

Plus, eBay has a feeling that some Android users may be switching over to the iPhone. It’s offering $200 for the HTC EVO 3D, HTC Thunderbolt, and HTC Droid Incredible 2. Not a bad deal, especially in light of the recent news about HTC’s Android phones having a major security issue.

We’ve made a nice little chart for you to compare prices of different resale companies. please note that these prices were accurate at the time of publication, and we’re sure they’ll be changing frequently as more and more people are selling their handsets. The prices were all determined by the most you could possibly get, meaning, if you have a mint-condition iPhone, these are the amounts you can expect:

Long story short: eBay InstantSale is a great place to sell your iPhone, as is Amazon. Best Buy works well under some circumstances, but watch out for the smaller sites as you’ll be losing out. this might change over time though, so check back when you are actually ready to sell your iPhone.

Of course it’s not very likely that you will get these exact prices, since a few little scratches here and there can bring your iPhone’s value down significantly. Also of note, Best Buy doesn’t seem to differentiate its prices between AT&T and Verizon models. but, judging by the pattern, you’re likely to get more money for an AT&T iPhone. And, don’t forget Craigslist–it’ll require a scary, in-person meeting but you can normally get very good money for a device of any condition if you go this route.

The iPhone 4S includes Bluetooth 4.0

One of the happy news yesterday was instead one absent in the presentation, because although at no time mentioned in the mouth of Phil Schiller, the iPhone 4S is the first Apple mobile, and the first in the market, communications technology to integrate Bluetooth 4.0, in a similar way as they do to the new MacBook Air and Mac mini. far from being a secondary issue, may have some advantages that we will explain.

The new technology also reduces the latency of the Bluetooth communication to six thousandths of a second compared to the current 100 milliseconds, making the system much more viable in multimedia applications where a quick synchronization is vital. besides the standard evolved improves security and robustness of the radio signal. although past performance, Apple has not forgotten to offer compatibility with the classical protocol and that is why the chip is dual, changing the traditional Bluetooth 4.0 when necessary.

iPhone 5 release date hype gets a new rival: Amazon Android tablet

Multiple reports have confirmed that Amazon’s September 28th event will introduce a brand new device that could give the Android operating system another wave of market share eating, an Android-based Kindle. according to MG Siegler of Techcrunch, he saw the Amazon Kindle tablet prototype, and he confirmed that the e-reader/tablet is powered by Google Android operating system.

According to MG, the new Amazon will simply use the name Kindle, and the device will feature a 7-inch color touchscreen. The tablet/e-reader can also connect to the internet via WiFi (or 3G depending on the model), and runs using the popular Google Android operating system, but the operating system user interface was tweaked by Amazon.

More like a Nook Color and not an iPad, but many believe that a cheap Kindle Android tablet could be a game changer. no word yet from Amazon regarding the tablet, but based on multiple reports posted online, it is highly possible that the device will hit the stores by Thanksgiving. It is worth noting that online shopping spikes on Thanksgiving.

Speaking of release date, it looks like Amazon wants to avoid the iPhone 5 release date hype by announcing a tablet earlier. Reports say Apple will introduce the new iPhone next month, October 4, and will be followed by the release date. Additional reports say Apple could give the iPhone 5 a mid-October release date in USA.

The iPhone 5 and Amazon’s Android tablet are not “direct rivals” but are still competing devices on their arrival, knowing that not all consumers have the budget to buy expensive electronic devices. Plus, a successful tablet can also result to a phone creation, in my opinion, although it is still too early to speculate.

Can Amazon convince the public that a colored Kindle with a popular operating system is a must have? or, can Apple convince the iPhone 3GS and iPhone 4 users, and especially the Android users to buy the iPhone 5?

All reports posted about the iPhone 5 (or the Kindle tablet) are still considered as rumors. Grain of salt needed here, I just want to say.

Are you eligible for the advertised iPhone 4S price? (Total Cost $379 to $579)

If you’re eligible for an upgrade, you’ll be able to pay the advertised iPhone 4S prices of $199 (16GB), $299 (32GB) or $399 (64GB) plus taxes and fees. But that’s not all you need to pay. Most states require mobile phone buyers to pay tax on the full unsubsidized cost of new phones. That’s an extra $450 you need to pay tax on, which means you need to budget up to $81 for tax on average (assuming a 9.6% state and local tax according to Forbes). Tack on another $18 for an AT&T activation fee and you’re up to $379 for an entry-level iPhone 4S.

Most people eligible for an iPhone 4 to an iPhone 4S upgrade are going to be AT&T subscribers. Most Verizon iPhone 4 owners won’t be eligible since Verizon started selling the iPhone 4 earlier this year. AT&T’s been selling the iPhone 4 since June of 2010.

AT&T does offer select customers the fully subsidized prices, even if they’re several months away from the end of their two-year contracts. the early discounts typically go to AT&T’s most profitable customers, such as those with expensive plans and extras, such as the mobile tethering option. AT&T isn’t going to offer you the lowest price on the iPhone 4S if you you have a bare-bones iPhone contract or are piggy-backing on a lower family plan. some family plan subscribers will find that one iPhone 4 line is eligible for an upgrade while others are not.

Are you eligible for an early discount? (Total Cost $461 to $656)

If you have been with your carrier for a year, you might be eligible for a small upgrade discount on the iPhone 4S. this will vary from carrier to carrier, and even from line to line on family plans.

AT&T is offering some iPhone 4 owners a partial early discount of $250 off the unsubsidized price, bringing the 16GB iPhone 4S to $399. the 32GB iPhone 4S is $499 and the 64GB iPhone 4S is $599 if you fall into this camp.

Are you not eligible? (Total Cost $729 to $929)

If you are not eligible for an upgrade to the iPhone 4S at the end of your contract, or as an early upgrade, your only option will be to purchase the iPhone 4S at the off contract price.

The iPhone 4S off contract pricing is $649 (16GB), $749 (32GB) or $849 (64GB) plus taxes and any carrier fees. these prices are normally cut dramatically when you sign a new two year contract. in this case, you will need to plan for an extra $62 to $81 in sales tax.

Many AT&T iPhone 4 users are frustrated by call reliability issues, but refused to jump ship to Verizon since it didn’t make much sense to buy the same phone all over again and pay an early termination fee.

But it’s been eight months since Verizon started selling the iPhone 4 to non-Verizon subscribers, which means their early termination fees have decreased. AT&T subscribers need to pay $325, minus $10 per month if they want to cancel their contracts before the two-year agreement expires. Assuming you bought the iPhone 4 on launch day back in June 2010, you’d have to pay $175, which still hurts, but is worth it if you live or work in an AT&T dead zone that has a strong Verizon signal.

iPhone 4 users on Verizon’s network cannot access data while on phone calls. this is especially frustrating if you use your iPhone 4 as a mobile hotspot, which means you can’t share your iPhone 4’s 3G connection with your notebook or tablet while talking.

If you have limited data plans on AT&T or Verizon, the unlimited data plans that Sprint is offering may make it worth the switch for heavy data users.

Whether or not your eligible for a discount, you can sell your iPhone 4 back to Apple or any number of gadget buyback services (Gazelle.com and Nextworth are two of our favorites).  Selling your iPhone on eBay or Craigslist will fetch even more if you’re willing to deal with strangers directly.

Upgraded Camera

The camera on the iPhone 4 is no slouch but Apple saw it fit to upgrade its successor with a camera that will have the competition playing catch up. in fact, Apple made it a point to point out how far behind the competition was at the iPhone 4S launch event.

The iPhone 4S has been outfitted with a new 8MP camera, which includes new optics and a better sensor. in short, the iPhone 4S camera is on par with many dedicated point and shoot cameras on the market. If you like to record videos, you are able to record in full 1080P HD and the camera uses built in image stabilization to help produce prettier video.

We should also note that the iPhone 4S’ camera features face detection, something not found with the iPhone 4’s camera.

Faster Processor

The iPhone 4S has the same A5 processor found in the iPad 2. this means that the iPhone 4S is nearly 2x as fast as the iPhone 4, and has 7x faster graphics. this makes for a snappier phone and prettier graphics when you play games like Infinity Blade.

Gaming won’t be the only thing that will be made faster by the iPhone 4S’ A5 dual-core processor. Watching video content should be an even smoother experience than it was on the iPhone 4 plus switching back and forth between applications and multitasking will be quicker than ever. the time it takes to load an application will also be much shorter due to the A5’s powerful core.

The best part? There is no sacrifice in battery life. in fact, the iPhone 4S will last even longer than the iPhone 4.

New Antenna

Last year’s iPhone 4 was part of a debacle dubbed Antennagate that saw Apple hand out free bumper cases to please owners concerned about a perceived ‘death grip.’ So, we knew that Apple was going to find a way to improve its antenna for this new phone.

The iPhone 4S’ antenna has been changed in a way that allows the cellular radio inside the device to determine which of the two antennas, embedded in the stainless steel bands on the sides, will offer the best signal.

That means, at least in theory, that there should be no death grip on the iPhone 4S because the radio will use the antenna that’s not being blocked by the hand.

World Phone

The iPhone 4S will be a true world phone. It contains both GSM and CDMA radios which means that you can travel the globe and use it like you would in your hometown.

This is a feature that is not available on either the AT&T or Verizon iPhone 4. So, if you’re a world traveler or find yourself on planes and in hotels on business, the iPhone 4S is certainly a phone to look at.

New Assistant App – Siri

Perhaps the biggest reason to consider an upgrade is the iPhone 4S exclusive assistant app called Siri. the iPhone 4 won’t have this ability, even after you upgrade to iOS 5.

Siri is a virtual assistant for your iPhone. the app can respond to a number of requests including,

  • Ask for a Reminder – At a specific time or place
  • Ask to send a text
  • Ask or the weather
  • Ask for information – like a restaurant
  • Ask to schedule a meeting
  • and much more

Since the iPhone 4S isn’t a completely new phone, many may choose to wait until they can get the phone at the fullest discount. But if you can get a good trade-in price for your old phone that offsets the cost of upgrading early or even switching to a new carrier, go for it. There are enough advantages to the iPhone 4S to justify an upgrade that cost you much. But if you’re looking at having to pay the unsubsidized price or an early cancellation fee, consider holding off.

iPhone and iPad Security: The Human Element

The iPhone and iPad are not your dad’s new-fangled laptop. Or are they?

Part of the security problem has changed, says security expert Jeff Schmidt, CEO of JAS Global Advisors LLC. Schmidt advises Fortune 100 companies on ways to secure mobile devices. Threats are different as curated app stores stymie old-fashioned malware bad guys. but now the curators themselves might be giving too much freedom to app makers trafficking in personal information.

One aspect of the security problem hasn’t changed at all-security, or lack thereof, begins and ends with human behavior, Schmidt says. User policies, which are often never read, continue to be the main defense against accidental data loss on the iPad or iPhone.

The merging of business and personal uses in a single computer actually began in the 1990s with the bring-it-home laptop. Schmidt thinks a lesson can be learned from the past that could address today’s mobile security dilemma.

How big is the iPhone and iPad security problem?

Schmidt: As market share goes up, people become more interested in the Apple platform. both the Mac OS and iOS are really hot right now. Mobile devices, however, are kind of a different category; the space is emerging so quickly. the tipping point is probably going to be the wide connectivity. Smart devices have generally been protected by the fact that they’re connected to relatively slow networks. but with LTE, things will get very interesting for iOS and Android-related security vulnerabilities, given full-time high-speed connections.

Isn’t iOS somewhat safe because of Apple’s closed system?

Schmidt: the world is changing from the classic PC-laptop threat model. Sure, bad guys still want to trick you into installing something on your machine. but that vector is going away as app stores clamp down. In addition, browser technology is getting better at preventing you from downloading things you don’t want to download.

But the issue about unintended use cases, privacy violations, more data being gathered than people understand from software they knowingly did install is a larger, growing issue. take the example of a shopping cart app that reminds you to buy oranges while at the grocery store. Most people don’t fully understand what that shopping cart is really doing and who it’s sending data to.

There’s an emerging class of security problems that is not well-understood, unlike the classic model where we just install firewalls or anti-virus software.

Where does this put the Apple-curated App Store?

Schmidt: because they manage the app stores, this puts Apple and Google in an interesting position. It’s not clear that they want to censor that behavior. So what does Apple-approved mean? Let’s say the shopping cart app is geographically tracking me and sending that data to someone else, ostensibly to remind me when I’m near a grocery store or to send me coupons or to learn my shopping habits and then sending them to someone like Google that can maybe monetize it in some way. those scenarios are not clear.

The permissions model is still very obscure. Whenever you install an app, you get a long list of permissions that app is requesting: access to your phone number, access to your geo-location, access to your address book. It’s become like a licensing agreement where people don’t actually read or understand what they’re agreeing to, they just want the shopping cart app to work.

One of things that has happened in the last five years is that it has become extremely easy to monetize information, even mundane information. That’s driving behavior.

Can old-fashioned malware infect non-jailbroken iPhones?

Schmidt: There are ways to get software installed on smart devices, particularly Android and less so Apple. if you browse a malicious Web page where there’s a vulnerability in the Web rendering on the platform, infected software can get installed on your device. also, it is possible for applications to be installed through a vulnerability bug in another application that you may have gotten from the app store.

It seems the biggest security threat on the iPad and iPhone is human behavior. how can CIOs do a better job of managing this?

Schmidt: You’ve nailed the biggest macro issue happening now: the shift from corporate-controlled devices hosting corporate data to personal-owned devices hosting corporate data. That is a seismic shift that is not slowing down but speeding up.

Now companies have to deal with the expectation that you’ll be reading corporate email on your personal iPhone device. this opens up huge policy questions. Now corporate data is sitting on a device that the company doesn’t own or control. (See 15 best iPhone Apps for Busy CEOs.)

One response is for a company to want remote wipe capabilities. say you fire an employee or he or she leaves. Is it legal and/or ethical to remote wipe a device that you don’t own? There’s a very large company we’re working with right now that’s asking this question.

So what’s the solution?

Schmidt: the middle ground is that people are going to bring their personal device into enterprises and, as a part of their employment agreement, they’ll sign away some management of that device.

Then another issue appears, shared personal devices also being used for business purposes. For instance, we had a vice president of a large company purchase an iPad that he shares with his family. He plays educational games on it with his young child, his wife also uses it. then he brings it into the office and wants to read email on it. all of a sudden, you’ve got a child playing on the same iPad that has this vice president’s corporate email.

There’s no way to get around this other than policy. but, boy, can you imagine the policy that says you won’t let your wife or kid use your iPad? You also have limited ability to put edicts on a vice president. So for us, there was no policy, no edict. it was just, “Well, you gotta be careful about that.” That was it.

This doesn’t sound particularly promising. Is there a technical solution?
